These guidelines address the needs of an important and vulnerable group in society and to further this aim we have included an example of a possible implementation plan which we hope will ease the adoption of these guidelines under most circumstances. This guideline was produced by a sub-group of health care professionals from varied backgrounds and was chaired by Maurice Devine, Nursing Officer at the Department of Health, Social Services & Public Safety (Northern Ireland).
